It'll be the cam cover gasket leaking down into the plug hole

Yes the thin metal gasket. It isn't too bad to replace.

Could it also be piston rings?

??? How would the rings going cause the external part of the plug and the lead to be oily?

The short answer is no.
Piston rings would give blue exhaust smoke and oil on the plugs on the electrode end not on the outer bit of the plug.
